The band is the monthly spend the scan measured: last month's Azure bill from Cost Management plus the Microsoft 365 licence bill at Microsoft's list price, which is what the scan can read and is labelled as such. A tenant with licences and no Azure is banded by the licence spend alone.

A band price is a ceiling, not a promise: a report never costs more than half of what its first month frees up, so a big estate with little to find is charged for what was found. A scan that finds less in a month than its band price unlocks the report free. Monitor by the year is 10 months for twelve.
And the saving is checked afterwards rather than left as an estimate: every rescan compares what it finds with what it found last time, and each recovery is checked against the following month's bill, resource by resource. On the sample estate that came back as $148/mo confirmed gone from the August 2026 bill, and $20/mo that looked recovered and was not. How that works.

Then the scan reads the licences alone and the band is the licence spend. Link with Microsoft, grant licence access once as a Global Administrator, and run the scan; no Azure subscription is needed.
No. One report or one plan covers the tenant, however many people are on it. Whoever linked the tenant invites colleagues from its People page; each signs in with their own work account from the same directory.
